If you compare invoice prices only, no. Morningstar usually costs more up front. If you compare cost over a five-year system, yes in most cases.
I learned this when I audited our 2023 spending. We had charge-controller warranty claims that year, and most of the problem units were not the most expensive controllers. I look at it from the invoice side: pay extra for MPPT when the extra harvest shortens payback. In colder or cloudy weather, an MPPT unit can recover energy that a PWM unit cannot. In hot, clear summer weather, the difference is smaller.
